I don't know the exact cost of this, but if you shop at Aldi or a similar store, it should be close to you price limit.

1 or 2 pounds of hamburger (depending on how many leftovers you want. Cook hamburger and drain. Spread in the bottom of an 8x8 or 9x13 pan. Add one can of tomato soup and some seasoning of your choice. My family likes red chili pepper in it, but you may not. Mix and spread evenly.

Top with 1 or 2 cans of drained green beans. Then add a layer of tater tots on top. Follow the directions on the package of tater tots for cooking. Cheap and easy, and my family loves it. Hope this helps you I am looking for ideas myself!
